Ottawa Promises One Year. The Fine Print Is in the Labour Chapter.

Parliament returned Monday and the Carney government immediately tabled Bill C-39, the Building Canada Strong Act — sold as the most ambitious rewrite of federal project approvals in a generation. The core promise is one ICBA has pushed for years: one project, one review, one year, with federal decisions tied to a 12-month clock once a complete application lands, backed by a Cabinet Directive imposing the same deadline and formal designation of strategic trade corridors. Get that right and Roberts Bank Terminal 2, LNG Canada Phase 2 and the North Coast Transmission Line stop being PowerPoint slides. But read past the ribbon-cutting language: the bill also reopens the Canada Labour Code, and Jobs Minister Patty Hajdu could offer no blanket answer on when Ottawa would actually end a strike — a live question for every contractor whose materials move through a federally regulated port or rail line. Ottawa is also adding 100 health and safety officers, a roughly 70% jump in inspection capacity, plus new inspectors chasing worker misclassification. Speed on the permit side is welcome and overdue. It is worth a good deal less if the same bill quietly grows a compliance department at the other end.

THE NUMBERS — STATISTICS CANADA

Investment in Building Construction, July 2026 — Released Monday. Total investment rose 1.2% to $23.6 billion, up 8.1% year over year, with non-residential up 3.2% and residential barely moving at +0.3%. The split matters: B.C. industrial investment gained $12.5 million and Alberta single-family added $68.6 million, but B.C. multi-unit fell $76.7 million — the largest drop in the country — and B.C. commercial slipped $14.6 million. Housing Affordability in Canada, 2024 — Released Monday. Some 23.2% of households now spend 30% or more of income on shelter, up from 22.0% in 2022, and dissatisfaction with affordability has more than doubled since 2018 to 23.3%. Recent movers paid an average $1,740 a month in rent versus $1,290 for sitting tenants — a $450 gap that is what a decade of under-building looks like in a single number. Statistics Canada

WORTH WATCHING

West Coast Oil Pipeline — October 1 Deadline — Ottawa has said it will publish a Canada Gazette notice by October 1 if it intends to list the 1,250-km line from Bruderheim to a deepwater port in southern B.C. as a project of national interest. Listing is the test of whether C-39’s one-year promise means anything on a file this politically loaded. Major Projects Office

Bank of Canada, October 28 — The Bank held at 2.25% on September 2, its seventh straight hold, while flagging upside inflation risk from energy prices and renewed U.S. tariffs. Nobody should be building a 2027 bid book on the assumption of cheaper money. Bank of Canada

C-39 at Committee — The labour amendments, not the permitting reforms, are where this bill will get fought. Watch whether the one-year review clock survives contact with the committee process intact.
